PROBLEM TO BE SOLVED: To obtain a surfactant composition for emulsion polymerization having good stability of the polymer emulsion during the polymerization or good mechanical stability of the polymer emulsion after the polymerization, and to provide a method for emulsion polymerization of a vinyl-based monomer. SOLUTION: This surfactant composition for emulsion polymerization comprises as an indispensable component a compound expressed by the formula RCH2O-(EO)n-H (1) (where R represents an alkyl group comprising a C10 alkyl group at a rate of 70 wt.% or more and having an average number of methyl group of 3 or more; EO represents an oxyethylene group; and n is a number of 6 or more and less than 15 representing an average addition mol number of oxyethylene group). The method for emulsion polymerization of a vinyl-based monomer uses the surfactant composition for emulsion polymerization.
