PROBLEM TO BE SOLVED: To provide a cushioning film excellent in pliability, elasticity and also antiblocking properties and further excellent in both cushioning and handling properties, and a packaging container having a cushioning function which is prepared by using the film. SOLUTION: The cushioning film 10 is constituted by using an ethylene.α- olefin copolymer layer 1 of a density 0.860-0.900 g/cm3 formed by a single-site- series catalyst, as a core layer, and by laminating a linear low-density polyethylene layer 2 of a density 0.910-0.930 g/cm3 on one side of the layer 1 at least. The thickness ratio of the ethylene.α-olefin copolymer layer 1 to the total thickness of the film is made to be 75-95%, while the total thickness is made to be 20-300μm. An intermediate frame body formed by sticking the cushioning film 10 thereto in a mode of window sticking, for instance, is used above and below the contents so that the contents are held in a state of suspension in the container. The packaging container having the cushioning function can be provided in this way.
