PROBLEM TO BE SOLVED: To provide a dispersion compensating optical fiber capable of compensating the wavelength dispersion and dispersion slope of a non-zero dispersion shifting optical fiber with a short length. SOLUTION: The dispersion compensating optical fiber (100) has a wavelength dispersion of -40 ps/nm/km or less and the ratio (SDCF/DDCF) of the dispersion slope SDCF to wavelength dispersion DDCF being 0.005/km or more in a wavelength of 1550 nm and is composed of a core (110), a first clad (121) having a refractive index lower than that of the core (110), a second clad (122) having a refractive index higher than that of the first clad (121) and a third clad having a refractive index lower than that of the second clad (122).
