PROBLEM TO BE SOLVED: To hold generated damping force in an microscopically low speed working area at a desired characteristic without giving any adverse effect to the generated damping force characteristic in a high speed working area from a low speed working area only by adding an extremely simple constitution. SOLUTION: An inner tube 5 is inserted free to extend and contract through bearings 2, 3 provided in an outer tube 4, an area between these outer and inner tubes 4, 5 is divided into an oil reserver 16 and an oil sealin chamber 20, a suspension spring 6 and a damper cylinder 7 are provided between the outer and inner tubes 4, 5, and oil chambers 22, 23 in the oil sealing chamber 20 vertically divided by a collar member 21 are communicated to each other through a ring clearance 24 having a choking effect formed of an inner peripheral surface of the outer tube 4 and an outer peripheral surface of the collar member 21 installed on the inner tube 5.
