PROBLEM TO BE SOLVED: To achieve useful function of a hysteresis type damper in earthquake resistance of the existing concrete building by making deformation generated in the hysteresis type damper larger than the inter-horizontal layer deformation of the building. SOLUTION: A frame 1 is laid between the horizontal layers of the existing concrete building, the hysteresis type damper 6 provided to be deformable in the vertical direction is laid across the frame 1, and the horizontal deformation is converted to the vertical one by the frame 1 displaced by the inter-horizontal layer deformation in inputting the horizontal force and introduced into the hysteresis type damper 6.
