PROBLEM TO BE SOLVED: To provide an anchor structure of an underwater tunnel capable of easily carrying out anchor work. SOLUTION: Ground anchor driving holes 22 are formed in the inside of a tunnel, and sealing members 24, 31 and 32 for sealing gaps between the ground anchor driving holes 22 and a ground anchor 27 are provided to the inside circumferential surfaces of the ground anchor driving holes 22. By the constitution, the ground anchor 27 is driven from the inside of the tunnel through the ground anchor driving holes 22, and the ground anchor 27 makes open operation in an underwater foundation 16. Then, the sealing members 24, 31 and 32 provided on the inside circumferential surfaces of the ground anchor driving holes 22 seal the gaps.
