PROBLEM TO BE SOLVED: To provide a waste treatment plant which can make the cost of operation inexpensive. SOLUTION: A thermal decomposition drum wherein waste is heated by the heating gas, supplied from a heating gas supply means 102 and is thermally decomposed into thermal decomposition residues, and thermal decomposition gas is provided and also a combustion melting furnace 13 is provided. The heating gas supply means 102 is constituted, by providing a heating gas producing part 103 and a heating gas circulating part 104, which recovers and heats the heating gas and returns it to the heating gas supply part 29. A thermal decomposition gas combustor 110 receiving a prescribed amount of thermal decomposition gas through a thermal decomposition gas flow change control mechanism 113 and combusting it, a heater 111 heating the recovered heating gas and a bypass pipeline 137 passing the exhaust gas from the thermal decomposition gas combustor 110 in a bypassing manner are provided for constituting the heating gas circulating part 104.
