PROBLEM TO BE SOLVED: To provide an electrically semiconductive belt (particularly an intermediate transfer body and a transfer conveying belt) having improved uniformity of electric resistance, less liable to a change of the electric resistance due to environment, not causing image defects such as a color shift due to a change of the belt tension and capable of stably giving high image quality and to provide an image forming device with the belt. SOLUTION: The electrically semiconductive belt has a layer containing a material obtained by dispersing a fibrous electrically conductive agent and a fibrous inorganic filler different from each other in resistance in a bonding resin. Preferably the resistance of the fibrous electrically conductive agent is <=104Ω, the resistance of the fibrous inorganic filler is >=1010Ωand the weight ratio between the fibrous electrically conductive agent and the fibrous inorganic filler is in the range of (3:1) to (1:2).
