PURPOSE: A delay cell and a voltage controlled oscillator using the same are provided, which operates stably even a frequency controlled voltage is decreased. CONSTITUTION: According to the delay cell(100), the first inverting unit(A1) provides the first inverted output in response to the first input signal, and the second inverting unit(A2) provides the second inverted output in response to the second input signal having a phase difference with the first input signal. And a unit provides a current path between the first inverting unit and the second inverting unit. Thus, the delay cell reduces a signal level transition time of the first inverted output. The current path providing unit includes a switching unit connected between the first inverting unit and the second inverting unit, and the switching unit controls a current intensity flowing between the first inverting unit and the second inverting unit.
