PROBLEM TO BE SOLVED: To provide a heat insulating cylinder allowing the simplification of a work for covering a pipe with the heat insulating cylinder. SOLUTION: This heat insulating cylinder 1 comprises a surface skin material 3 provided on the circumferential surface of a cylindrical body 2 for enclosing the pipe 5. The axial dimension of the surface skin material 3 is formed larger than that of the cylindrical body 2 and protruded from one axial end thereof, and the circumferential dimension thereof is formed larger than that of the cylindrical body 2. A locking piece 4 having an adhesive layer on the reverse side is adhered to the circumferential end of the surface skin material and protruded from the end thereof, and an adhesive tape 6a is provided along the axial direction on the surface of the other circumferential end, so that the surface skin materials 3 can be mutually adhered by the adhesive tape 6a, and the locking piece 4 can be adhered onto the joint of the surface of the surface skin materials 3 formed in the adhesion.
