PROBLEM TO BE SOLVED: To provide a cosmetic composition designed to make the skin and the hair physiologically healthy and to condition the skin, capable of improving the penetrability and the effects of an active ingredient used together, and capable of maintaining the long-lasting stability of each component to each other. SOLUTION: This cosmetic composition is obtained by formulating an extract of the swine placenta, capable of exhibiting physiological healthy effects and skin-conditioning effects to the skin and the hair, in combination with a bleaching component or a hair-fostering component.
