Provided are a method and an apparatus for encoding an image by converting a plurality of prediction units as one conversion unit to convert the same into a frequency area, and a method and an apparatus for decoding the image encoded by the encoding method. According to the present invention, a video decoding method comprises: a step of determining a systematically separated encoding unit; a step of determining at least one prediction unit; a step of determining at least one conversion unit; and a step of recovering a residue. The technical purpose of the present invention is to provide a method and an apparatus for encoding and decoding an image by using an efficient discrete cosine transformation method.
