PROBLEM TO BE SOLVED: To provide a block material to be installed under the sea water that can be constructed over a wide area of the sea that has been already attacked or has the anxiety of being attacked with rocky-shore denudation or the red tide and can manifest the effective preventive effect against rocky-shore denudation or red tide. SOLUTION: Granulated blast furnace slag obtained as a by-product in the steel production process has been found to be material having the extremely excellent leachability of silicate ion into water and the objective block material to be installed under the sea water characteristically includes the blast furnace granulated slag in an amount of >=50 mass %. This block material preferably includes fine particles o the granulated slag and/or a silica-including substance of >=40 mass % of SiO2 content and the total proportion of the slag particles and/or the silica-including substance is set to >=80 mass % in the whole binder materials. Particularly, the aggregate is constituted only with the blast furnace granulated slag and >=80 mass % of the binder is constituted with the granulated slag in a preferred embodiment.
