PURPOSE: An apparatus and a method for diagnosing and recovering a fault line of a data communication network are provided to produce check tools according to protocols, check a non-recovery subscriber line and an abnormal subscriber line and thereafter recover the non-recovery subscriber line automatically and store the abnormal subscriber line state. CONSTITUTION: An input unit(100) inputs a check and a recovery commands of a subscriber line. An output unit(110) outputs the state of the subscriber line as a file type. A central processing unit(120) processes wholly the check and recovery operations of the subscriber line. A protocol diagnosis unit(130) is connected to a data communication network(140) through an interface, checks and diagnoses the line states according to protocols. The central processing unit(120) includes a database(125). The database(125) stores the result values of the line check about each protocol as a file type. The result values are displayed through the output unit(110) by the control of the central processing unit(120).
