PURPOSE: Provided is an organic electrolytic solution composition consisting ethylene carbonate(EC) and propylene carbonate(PC) for the secondary lithium battery with the graphite-based carbon anode. The battery has the enhanced properties of output power and low temperature, and the increased energy density of the battery by the decrease in the irreversible specific capacity of the assistant carbon electrode. CONSTITUTION: The composition comprises: an electrolytic solution consisting of the one mixture of 0.8-33vol.% propylene carbonate, 43-29vol.% of ethylene carbonate, and 56-38vol.% of diethyl carbonate, dimethyl carbonate, ethylmethyl carbonate and methylpropyl carbonate; and lithium salt of 0.7-1.3mol/L concentration. When the meso-phase carbo micro-beads(MCMB) is used as the anode material, the electrolytic solution comprises 0.8-20vol.% of propylene carbonate, 45-35vol.% of the ethylene carbonate, 56-45vol.% of the diethyl carbonate. When the pitch coated graphite(PCG) is used as the anode material, the electrolytic solution comprises 0.8-15vol.% of propylene carbonate, 43-37vol.% of the ethylene carbonate, 56-48vol.% of the above diethyl carbonate. When the hard carbon is used as the anode material, the electrolytic solution comprises 0.8-20vol.% of propylene carbonate, 45-35vol.% of the ethylene carbonate, 56-45vol.% of the diethyl carbonate.
