PURPOSE: A method for allocating a regional route for an IP multicast communication network is provided to satisfy the end delay without reallocating the route in the large volume IP multicast transmission network having user's frequent join and secession by designating a relative delay redundancy. CONSTITUTION: When a user does not join a tree of IP multicast transmission network, a node becomes an off tree node(120). When a user joins the off tree node(120), the node becomes a leaf node(110). When a node is joined to the off tree node(120), the node becomes a relay node(130). When another node is joined to the leaf node(110), the state of the node(110) is changed into a merging node(140). At this time, in the leaf node(110), although a user joins additionally or secedes, if there is one or more user, the leaf node state can be maintained.
