PURPOSE: Provided are a colorant for organic coated steel plate having excellent compatibility with resin and anti-powdering property, a resin solution for organic coated steel plate containing the colorant and excellent in masking a surface defect of the steel plate, and a method for producing an organic coated steel plate using the resin solution. CONSTITUTION: The colorant consists of 20-40 wt%(based on total weight of the colorant) of water-soluble red anthra diisoquinone based pigment, 10-30 wt% of titanium oxide, 0.1-2 wt% of anti-surface drying agent, 0.5-1.5 wt% of alkyl ether based surfactant, 0.5-3 wt% of nonylphenol ether based surfactant, 10-30 wt% of anti-freezing agent, and the rest of purified water. The resin solution consists of i) a base solution obtained by adding an epoxy resin emulsified in water, which has a number average molecular weight of 400-4,000 to urethane based resin solution having, as main chain, at least one selected from the group acryl, ether, ester and carbonate-diol and having urethane bonds at both ends thereof; ii) resin solution consisting of 5-80 phr(based on the base solution) of melamine resin, 12-30 phr of colloidal silica having a pH of 8-10.5, and 10 phr or less of sodium chromate; and iii) 0.5-2 parts by weight of the colorant(based on 100 parts by weight of the resin solution).
