PURPOSE: A testing apparatus is provided to reduce time loss and save energy by allowing test to be performed at the hydraulic pressure equal to the rotating force during operation, even when the turbine is not rotated. CONSTITUTION: A testing apparatus comprises a spring(10) arranged along the circumference of an overspeed preventing bolt(2) mounted to a turbine shaft(1); an operation detector(9) disposed at the circumference of the top of the overspeed preventing bolt, and connected to an adjustor(11); a disc(3) fixed, through a clamp(4), at an end of the turbine shaft where the overspeed preventing bolt is inserted; an oil pipe(7) connected to an oil tank(15) through the disc; a pressure detection unit(8) installed at the oil pipe so as to measure the pressure of oil; the adjustor disposed in an electrical relationship with the operation detector, so as to adjust a pressure regulating valve(12) installed to the oil pipe in accordance with the signal output from the pressure detection unit; and an oil pump(13) arranged at the rear end of the pressure regulating valve and connected to the oil tank so as to pump oil by a motor(14).
