PURPOSE: A public utility charge paying method using a radio communication terminal is provided to perform a prompt and accurate payment by paying a charge by using an electronic money inserted in a universal identity module(UIM) card of a radio communication terminal on the basis of information on the used amount of water, electricity and gas checked by a user. CONSTITUTION: Integrated charging server transmits a short message to a connected radio communication terminal(31). When a user depresses a connection button for connection to a designated integrated charging server, the radio communication terminal requests a call connection to the integrated charging server(32). The integrated charging server completes an authentication procedure and informs the radio communication terminal of the authentication confirmation(33). The radio communication terminal transmits checked information on gas, water and electricity inputted by the user to the integrated charging server(34). The integrated charging server requests a charge settlement on the basis of the calculated public charge information from a cyber bank server connected through an Internet network(35). The cyber bank server transmits the public charge payment information to the radio communication terminal(36). The radio communication terminal outputs the received public charge payment information through a display unit and performs a public charge settlement inputted by the user according to the outputted information through the inserted UIM card(37). The cyber bank server authenticates the public charge payment according to the public charge settlement information received from the radio communication terminal and transmits an electronic-signed receipt to the radio communication terminal(38). The cyber bank server informs the integrate charging server that the public charge payment through the radio communication terminal(39).
