PURPOSE: A process of preparing a steel wire rod capable of effectively reinforcing hypoeutectoid steel added with vanadium by controlling a continuous cooling speed and an isothermal transformation temperature is provided. Whereby, the steel wire rod can be effectively applied to wire ropes, concrete-reinforcing materials, tire core reinforcing materials or the like. CONSTITUTION: A billet comprising C:0.3-0.75%, Mn:0.3-0.9%, Si:0.15-0.35%, V:0.05-0.4%, N:0.003%, the balance of Fe and other inevitable impurities by weight is hot-rolled, the obtained wire rods are coiled, continuously cooled at a speed of 0.1 to 10deg.C/second and pickled, followed by wire drawing. Before and after the wire drawing, it is subjected to isothermal transformation at 680 to 710deg.C at a speed of 0.5 to 5deg.C/sec.
