SOLUTION: A water treating apparatus 123 with at least one function out of a city water purifying function and a city water activating function is connected to the downstream of a water meter 11. The water treating apparatus 13 is positioned to communicate with various apparatus in the downstream side of a washroom 2, a kitchen sink 3, a lavatory 4, a bathroom 5, a washing place 6, a water spray faucet 7 and a water heater 8 by stainless pipelines 14, 15.
