PROBLEM TO BE SOLVED: To provide a thermosetting type powder coating forming a coating film excellent in chipping resistance and corrosion resistance and further excellent in finishing appearance and to provide a coating film-forming method. SOLUTION: This thermosetting type powder coating is characterized by compounding (A) 100 pts.wt. thermosetting type polyester resin having a functional group reacting with the following curing agent component (B) with (B) 3-150 pts.wt. curing agent, (C) an oxazolidone ring-containing epoxy resin in an amount of 3-15 pts.wt. based on 100 pts.wt. total amount of the above components (A) and (B), and (D) core-shell type elastic fine particles having 1-10μm average diameter in an amount of 11-30 pts.wt. based on 100 pts.wt. total amount of the above components (A) and (B).
