PROBLEM TO BE SOLVED: To provide a high tensile hot rolled steel plate having high workability and exhibiting sufficient tensile strength and ductility. SOLUTION: The steel plate has a structure consisting essentially of ferrite and one or more hard secondary phases selected from the group consisting of bainite, martensite and pearlite. Further, when the volume ratio and average grain size of the hard secondary phases are represented by Vc(%) and d (μm), respectively, Vc/d3<=2 is satisfied.
