PROBLEM TO BE SOLVED: To provide a reaction controlling agent capable of adjusting balance between reactivity and pot life, which are incompatible to each other, as a reaction controlling agent for a two-pack urethane paint, and also provide a urethane paint composition and a method for using the urethane paint composition. SOLUTION: The reaction controlling agent comprises (a) a metal other than the metals mentioned in (b), or an inorganic or organic compound containing the same, (b) tin or zirconium, or an inorganic or organic compound containing the same, and (c) an excess amount of a chelating agent. The urethane paint composition comprises (a) a metal other than the metals mentioned in (b), or an inorganic or organic compound containing the same, (b) tin or zirconium, or an inorganic or organic compound containing the same, (c) an excess amount of a chelating agent, (d) a polyol and (e) a polyisocyanate.
