PURPOSE: A method for operating a packet to support a routing protocol is provided to make the processing of routing protocol packets freely achieved in an IPOA(IP Over ATM) protocol-based ATM network by adding a series of functions to an ATM router, an ATMARP(ATM Address Resolution Protocol) server, etc., and improving an IPOA function. CONSTITUTION: An ATMARP server judges whether an ATM signal is transmitted from an ATM router(S100). If the ATM signal is transmitted from the ATM router, the ATMARP server opens a VCC(Virtual Channel Connection) with the ATM router and connects the ATM router to the VCC(S102). Then the ATMARP server transmits a message to request the ATM router to send IP address information the ATM router possesses(S103). Then the ATMARP server judges whether the IP address information is transmitted from the ATM router(S104). If the IP address information is transmitted, the ATMARP server stores it in the IP address information item of an ATMARP table. Based on the IP address information of the ATM router, the ATMARP server stores the ATM information of the ATM router in the ATM address information item of the ATMARP table(S106).
