PROBLEM TO BE SOLVED: To provide a concentrated SINR prediction method and to optimally allocate radio resources in a radio resource management method to be applied to a space division multiple access system(SDMA) for a high altitude radio platform such as a stratosphere platform communication system and a satellite communication system. SOLUTION: This radio communication system includes a plurality of mobile communication users or a plurality of fixed communication users on the ground and the radio communication platform, (1) First, a minimum value in the SINR of signals transmitted by all the users using the radio resources which are respective cells in a certain radio resource allocation set is obtained. (2) Then, the calculation of (1) is repeated for all the other radio resources and the minimum value regarding the previous minimum values is obtained further. (3) Then, a maximum value in the minimum values of (2) is obtained for all the other radio resource allocation set, and (4) when the maximum value exceeds allowable SINR, the optimum radio resource allocation set is adopted.
