PURPOSE: A device for preventing discharge and overcharge of battery is provided to protect a battery and each load from an over current by restricting a power consumption or lowering an output voltage in a time of poor generation or over generation. CONSTITUTION: A voltage adjusting unit(13) adjusts a generation voltage of a generator(12), and supplies a battery(11) and each load(14) with a power. A battery surface temperature detector(20) detects a surface temperature of the battery(11). A user display unit(30) displays an error generation in a charging system. A battery discharge/overcharge control unit(40) judges a poor generation and an over generation of the battery(11) from the battery surface temperature and the generation voltage, operates the user display unit(30) and cuts off the supply power in case of the poor generation, and operates the user display unit(30) and lowers the generation voltage in case of the over generation.
