PROBLEM TO BE SOLVED: To provide a lithium secondary battery and the secondary battery suitable for the lithium ion secondary battery or the like, superior in safety, which can operate with high capacity and high current, has a wide operating temperature range. SOLUTION: A polymer gel electrolysis liquid and the lithium secondary battery using the high polymer gel electrolysis liquid, and an electric double- layer capacitor, have the electrolysis liquid containing the plasticizing agent, which has two or more carbonate structures within its molecule, and a matrix high polymer. As a result, the electric double-layer capacitor, having a high output voltage, a large extracting current wide operating temperature range, and superior safety, is obtained. |
