PROBLEM TO BE SOLVED: To prevent an ISDN line from being unnecessarily connected when network devices use an ISDN line switching network as a backup line. SOLUTION: Once a communication processing part 10 of a router 100 detects a fault occurring to a leased line 30, the detection result is reported to a fault processing part 11. The fault processing part 11 issues a request to connect the ISDN line switching network 41 to a router 200 connected to the other end of the leased line 30 through an ISDN packet switching network 42, and then instructs the communication processing part 10 to use the ISDN lie switching network 41 for subsequent communication with the router 200 when receiving connection acknowledgement from the fault processing part 21 of the router 200.
