PROBLEM TO BE SOLVED: To provide a method for producing hydrogen which is capable of increasing the surface area of electrodes and improving hydrogen generation efficiency, to provide an apparatus for producing hydrogen and to provide a modified electrode. SOLUTION: The method of producing hydrogen comprises electrolyzing water by using a modified electrode 4 and/or 6 constituted by forming a structure 5 of wire-shaped carbon, such as a carbon nanotube, on the surface of the electrodes, and the apparatus for producing hydrogen is provided with a cathode 4 and an anode 6 to produce hydrogen with water as an electrolyte where the modified electrode constitutes at least either of the anode 6 and the cathode 4.
