PROBLEM TO BE SOLVED: To excellently extract characters even from a document which is a multi-valued image having an uneven background and in which reverse characters coexist. SOLUTION: When image data consisting of multiple pixels are obtained, a representative value of values that pixels of the image data in a specific reference range have is calculated; and a 1st pixel group having values which are a specific value larger than the calculated representative value is extracted from the image data and a 2nd pixel group having values which are the specific value smaller than the representative value is extracted from the image data. On the basis of both 1st pixel group and 2nd pixel group, the specific image area is extracted from the image data.
