PURPOSE: A hood locking device for buffering impact of a car is provided to minimize injure of a pedestrian by making a ratchet having a striker be pressed down by impact power for buffering when the car comes into collision with the pedestrian. CONSTITUTION: A hood locking device for buffering impact of a car includes an impact sensing lever(5), a rotating lever(6), a movable member(9), an operation bar(14), and an outgoing bar(16). The impact sensing lever is contacted to an inner surface of a hood to be rotated by impact power applied to the hood. The rotating lever is caught and rotatably pinned to a lower end of the impact sensing lever at a side. The movable member is mounted inside an engine room and pressed by the rotating lever. The operation bar is mounted in a straight downward direction of the movable member and hinged to a car panel. The outgoing bar has a support rod(17) mounted to an upper end of the operation bar for supporting the ratchet.
