PURPOSE: A method for designing an ADSL is provided to design a new line for each bit rate class using transfer loss standards by bit rate classes and loss values by components. CONSTITUTION: A design line operation part calculates the total transfer loss(L-65) in case that a local line, inputted through a channel component information input part, is a 0.65mm single line, the total transfer loss(L-05) in case that it is a 0.5mm single line, and the total transfer loss(L-04) in case that it is a 0.4mm single line, based on the channel component loss values of a transfer loss reference information storage part(21). The design line operation part determines the highest bit rate value(R-HIGH), the medium bit rate value(R-MEDIUM) and the lowest bit rate value(R-LOW) for each single line(22). Then the design line operation part judges which bit rate range the local line belongs to (23). In case that the local line belongs to a bit rate class corresponding to the range between the highest bit rate value(R-HIGH) and the medium bit rate value(R-MEDIUM), the design line operation part forms the local line into a mixed line of a 0.65mm insulated conductor and a 0.5mm insulated conductor. Also the design line operation part modifies the mixture ratio of the 0.65mm insulated conductor and the 0.5mm insulated conductor and configures the local line(27). Then the design line operation part judges whether the configured local line is identical to the transfer loss equivalent to the bit rate class(27).
