SOLUTION: A management server 100 manages 'base station management table' data and 'number of base stations whose transmission is finished' data assigned respectively to each user, when a user makes transmission to a prescribed base station (step S41) and the user has not transmitted to the base station within a prescribed period ('No' in step S42), the server 100 stores a fact of transmission to an item of a cell of the base station in the 'base station management table' data (step S43), and updates the 'number of base stations whose transmission is finished' data according to the total sum of stored items (step S44). The system provides the charge discount service to each user, on the basis of the 'number of base stations finished with transmission is' data.
