PROBLEM TO BE SOLVED: To reduce a connection fee of an ISP and a rental fee of a communication line, and to enhance convenience for URL check. SOLUTION: A user terminal 1 has a function for accessing a URL updating check service which the ISP 2 provides through a subscribed telephone line 100 or the like, so as to be displayed on a screen, and a function for transmitting URL information desired by a user to the ISP 2 through the telephone line 100 or the like. The ISP 2 has a function for receiving the URL information transmitted from the user terminal 1 to accumulate the information, a function for accessing the Internet 3 to monitor an updating conditionin of the URL, and a function for informing the requiring user of the obtained updating condition of the URL by an electronic mail.
