PROBLEM TO BE SOLVED: To provide a design method which takes into consideration the peak current in an upstream level design of a system, including LSI. SOLUTION: A hardware model to express tradeoff relation between a leakage current and performance is prepared, regarding functional units to constitute the system. In the hardware model, for example, relation between performance delay tpd and a source/drain leakage current Pleak is described by using a threshold voltage Vth as a parameter. Design conditions of the functional unit are determined by evaluating performance and power consumption of the entire system, while referring to the tradeoff relation expressed in such a hardware model. Specifically, processing time of the overall system is evaluated, by defining all of the respective functional units to constitute the system as the ones to be realized by software. The functional units are replaced successively and properly with hardware, so that the processing time satisfies specifications.
