PROBLEM TO BE SOLVED: To provide soft and simple exclusive control function independent of a coupling form of each device, and using no common resource. SOLUTION: Computers 101-103 are loosely coupled by a communication means 104. The exclusive control devices 105-107 are mounted on each computer 101-103. Exclusive control identifiers 105A-107A are virtually controlled in the exclusive control devices 105-107. At the execution time of exclusive control, the exclusive control device which is a requester secures its own exclusive control identifier, and thereafter requests the other exclusive control devices to transfer the exclusive control identifiers. When the exclusive control identifiers are transferred from all the other exclusive control devices, the right for the exclusive control is established.
