PROBLEM TO BE SOLVED: To provide an administrative constitution of a personal identification certificate in a personal authentication system utilizing the personal identification certificate wherein a template as personal identification data is stored. SOLUTION: A personal authentication execution entity executes availability confirmation processing of the certificate based on a time limit of availability of the certificate, the number of times of available utilization, or a time limit of availability of the template at the personal authentication processing time based on the personal identification certificate wherein the template as the personal identification data is housed, and executes personal authentication by collation between the template housed in the personal identification certificate and user input sampling information only when the availability is confirmed. In addition, a personal identification authentication station executes renewal of the personal identification certificate or the template in response to the request by an authentication processing execution entity or an authenticated person.
