SOLUTION: The frequency of a traverse signal (signal COUT) is divided and, for this frequency-divided traverse signal (signal SENSE), the amount of eccentricity is measured based on a sampling value obtained taking a sample thereof, i.e., the number of edges. Based on the number of edges counted from the traverse signal frequency-divided by a default frequency division ratio, a corrected frequency division ratio finer than the default frequency division ratio is set, and edge number counting and eccentricity amount calculation are executed for the traverse signal frequency-divided by the corrected frequency division ratio.
