PROBLEM TO BE SOLVED: To solve a problem that can not be always obtained a sufficient snow melting effect particularly when a temperature of a road surface largely drops in a conventional snow melter using ground heat. SOLUTION: A spring water heat gathering unit 1 arranged in a spring water tank 3 for storing spring water and a pile type heat gathering unit 2 buried in the ground, are set to communicate with a heat radiating pipe 45 buried just under a road surface R via a circulating pipe 4 and a direct-coupled pipe part 4a being the part, and are arranged to communicate with the heat radiating pipe 5 via a heat pump 6 and a hot water tank 7 parallelly arranged in the direct-coupled pipe part 4a. Spring water heat gathered by the spring water heat gathering unit 1 and the ground heat gathered by the pile type heat gathering unit 2 are ordinarily released from the heat radiating pipe 5 through the direct-coupled pipe part 4a to melt snow. When the temperature of the road surface R drops, the spring water heat and the ground heat are used as a heat source of the heat pump 6, antifreeze in the hot water tank 7 is heated by obtained intense heat, and is raised to a high temperature, and the high temperature antifreeze is sent to the heat radiating pipe 5 to melt the snow.
