PROBLEM TO BE SOLVED: To obtain a magnesium hydroxide-based flame retardant having excellent mechanical properties and heat resistance. SOLUTION: Coarse powder of natural brucite ore is subjected to simultaneous crushing and surface treatment under heating using a media crusher in the presence of a surface-treating agent selected from a hardened oil, a fatty acid ester and a fatty acid metal salt to obtain particles having an average particle diameter of <=5μm and having a coating layer of the surface treating agent.
