WRITING METHOD AND READER-WRITER FOR IC CARD

PROBLEM TO BE SOLVED: To provide an IC card reader-writer which can stably write data to an IC card. SOLUTION: This reader-writer has a reception level decision means 6 which decides whether data transmission to the IC card 10 is allowed by comparing the receive signal level of a radio wave received by a receiving means 5 from the IC card 10 with a specific value previously set in a reception level storage means 7, and a transmitting means 3 which sends data to be written to the IC card 10 with the radio wave only when the reception level decision means 6 allows the data transmission.
