PROBLEM TO BE SOLVED: To provide a water-soluble or water-dispersible hot-melt adhesive, and further to provide a method for producing an adhesive sheet and tape by melt coating. SOLUTION: This water-soluble or water-dispersible hot-melt adhesive is a composition obtained by compounding a sticky material with an oxyalkylene group-containing polyvinyl alcohol-based resin, especially, the one having a lamella structure consisting of a sea component comprising the oxyalkylene group-containing polyvinyl alcohol-based resin and an island component comprising the sticky material. The method for producing the adhesive sheet comprises melt-coating the adhesive on a base material at a low temperature.
