PROBLEM TO BE SOLVED: To provide a new ruthenium (II) complex capable of producing a light-emitting material by a wet process, being stable in the atmosphere, having a high light-emitting intensity and further capable of shifting the central wave length of the light emission, and to provide the light-emitting material and an organic EL element. SOLUTION: This tris(bipyridyl)ruthenium complex is expressed by the general formula (I) [wherein, X is selected from H, methyl, -COOH or -COONa, and at least 2 out of 6 X are each methyl, -COOH or -COONa], and the light- emitting material containing the ruthenium complex and the organic EL element are also provided.
