PROBLEM TO BE SOLVED: To provide an image processor, an image processing method and a computer readable memory which restore an image from an encoded image while keeping image quality regardless of a lower resolution. SOLUTION: An image signal is encoded by an encoding part 2, and a display resolution of a decoded image signal based on its encoded fundamental code string is set by a resolution setting part 8, and the image feature value of the decoded image signal is determined on the basis of this set resolution. A code string constitution part 3 generates a decoding object code string corresponding to the determined image feature value on the basis of the fundamental code string.
