PROBLEM TO BE SOLVED: To eliminate difficulty of high speed rotation under a conventional flywheel rotor manufacturing method (more than 100,000 rpm), to restrain increase in maintenance cost and manufacturing cost under a total system when driving is carried out in a vacuum environment for reduction of air resistance and to eliminate a defect causing lowering of efficiency of the overall system by raising a problem of sealing and exerting a bad influence upon other devices. SOLUTION: The air resistance in atmospheric pressure is reduced by using a plural number of stages of shrouds free to freely rotate as a casing of a flywheel rotor by making it possible to rotate at high speed by adopting a manufacturing method of the rotor by lamination of fiber reinforcing materials.
