PROBLEM TO BE SOLVED: To enable easy and safe movement by a forklift and improve the efficiency of a cargo work by a cargo handling device. SOLUTION: The cargo handling device has a base part 3 supported on a floor 2 and a stay 4 is supported at the upper part of a base part 2, and the base end part of a first arm body 6 capable of revolving in the horizontal direction is supported at the upper end part of the stay 4. Further, a second arm body 8 is rotatably supported at the tip part of the first arm body 6. A pair of forks 16 of a forklift 15 supported below the base part 3 and a pair of sheath forks 17 capable of inserting in an internal part in the direction of an arrow mark B are supported. With the fork 16 inserted in the sheath fork 17, the sheath fork 17 is capable of being inserted in the fork insertion part of a pallet through drive of the forklift 15.
