PURPOSE: A device for controlling a power steering and a method therefore is provided to reduce operation of a power steering when the car speed is over the constant speed or amount of rain is over the constant portion, and to lead driving on rain road safely. CONSTITUTION: A device for controlling a power steering consists of a rain sensor(10) formed by a plural light sensors and outputting a data as detecting amount of light refracted in a front glass of a vehicle; a sensing part of speed(20) sensing the speed of a vehicle; a controller(30) outputting a control signal of a power steering and a signal of wiper operation if rain over the constant portion is detected in over constant speed as checking up the data outputted from the rain sensor and the sensing part of speed; a power steering part(40) operated by the control signal outputted in the controller; a driving part of a wiper(50) controlling operating speed of the wiper according to the control signal of wiper operation outputted in the controller. A method consists of a step for sensing speed sensing the present speed in driving a vehicle; a step for deciding speed judging if the speed sensed from the step of speed sense is over the constant speed; a first step for deciding detection amount of rain judging if rain over the constant portion is detected in over the constant speed; a second step for deciding detection amount of rain judging if rain over the constant portion is detected in less constant speed; a power steering and automatic control step of a wiper reducing operation of a power steering if the rain over the constant portion is detected in the first and the second step for deciding detection amount of rain and operating a wiper according to the amount of rain.
