It proposes one and being only one computer that cannot be disassembled to be able to issue personal ciphered certificate for documents of a person. A plurality of other computers that cannot be disassembled are able only to verify the personal ciphered certificate. It cannot be read confidential information from the computers that cannot be disassembled. One computer that cannot be disassembled may be deposited in a personal certificate center and to be able the personal certificate center to verify the personal ciphered certificate using the deposited device. A certificate center issues ciphered certificate of the document according to PCT/BG00/00010, verifying the personal ciphered certificate and certifying it as a part of the document. In this way it receives electronic documents, that are equals to handmade signed and notary certified paper documents.
