PROBLEM TO BE SOLVED: To provide a method of directly cutting and dismantling a device or a machine containing a hazardous material using high pressure water. SOLUTION: The device or the machine containing the hazardous material such as PCB is cut using the high pressure water. Pressure of the water at this time is preferably 50 kg/cm2 or higher. The hazardous PCB or the like flows out during the cutting, but is recovered in a pit together with cutting water. The PCB and the water are recovered separately due to the difference of specific gravity, the hazardous material such a PCB is used as fuel in a blast furnace or the like, and water is used again as the high pressure water for cutting after the treatment.
